The head of the Department of Development oversees the city's strategic planning; economic and business development, retention and expansion programs, including administering tax abatements for the Economic Development Commission; and 3 TIF districts for the Redevelopment Commission.
The department also administers federal funds received from the Community Development Block Grant Program. These grants from the US Department of Housing and Urban Development stimulate economic growth by partially funding housing rehabilitation and programs to maintain and upgrade neighborhoods. They also allow the city to expand economic opportunities for low and moderate income people.
Additionally, the Department of Development is responsible for the city's rental housing inspection program. To assure a safe and healthy living environment for all tenants, rental properties are inspected every 2 years for compliance with the city's Housing-Property Maintenance Code.
